CADC's Recommended Criteria for the District 4 Appointment

Dear Mayor Lurie, 

On behalf of the Chinese American Democratic Club (CADC), we write to share the priorities and values that our organization and community hope will guide your selection of the next Supervisor for District 4. 

Founded in 1958, CADC is the oldest Chinese American political club in the United States. For over six decades, our organization has been dedicated to building civic participation, advancing civil rights, supporting small businesses, and ensuring that Chinese American voices are represented in government. District 4 has one of the largest Chinese communities in San Francisco, and this appointment represents an important opportunity to ensure meaningful and culturally competent representation in City Hall. 

CADC’s priorities are rooted in our long-standing policy platform and reflect what matters most to our members and neighbors in the Sunset community. We urge your office to consider the following key criteria in identifying an appointee for the District 4 seat: 

Representation from the Chinese American community. The next Supervisor should understand the lived experiences of Chinese American residents, who make up the largest ethnic group in District 4, be able to communicate with Chinese-speaking constituents, and reflect the community’s values and priorities. According to the 2018 San Francisco Planning Community Needs Assessment for District 4, 53% of residents identify as Asian, compared to 34% citywide, and 71% of residents speak an Asian language, including Cantonese. 

Strong community leadership in the Sunset District. The Sunset is a unique, multigenerational neighborhood. We hope to see leadership that is deeply connected to the community, with an established record of engagement and service. The recall of the previous Supervisor has made clear that when leadership is disconnected from the community, trust erodes and residents feel unheard. 

Opposition to Proposition K and protection of the Great Highway. Proposition K was advanced without meaningful Sunset community input, 

creating lasting frustration and distrust. We strongly believe future policy must center neighborhood voices and restore balance in transportation planning.

Support for responsible growth and maintain infrastructure for multigenerational families. Any future development must be responsive to the integrity of the community and strive to meet state requirements while preserving multigenerational housing and infrastructure, ensuring neighborhood stability, and guaranteeing community participation through an open and transparent process. 

Residency and community ties. We believe the next Supervisor should have lived in the Sunset for more than one year and demonstrate a real, ongoing investment in the well-being of the district’s residents. District 4 needs someone who shares the same core values with its community. 

Support for the recall of Supervisor Joel Engardio (Yes on A). Our membership has taken a clear position on this issue, and we expect future leadership to reflect the community’s will. 

Alignment with CADC’s broader policy platform. This includes support for public safety, moderate housing, all modes of transportation, and grassroots community engagement. The Sunset community values practical, balanced governance that respects neighborhood input and works collaboratively with residents while building a coalition with every community. 

District 4 is home to thousands of Chinese American families, immigrants, seniors, and small business owners. For many, this neighborhood is their anchor in San Francisco. Selecting a Supervisor who embodies these values is critical to restoring trust, ensuring effective representation, and strengthening the long-term partnership between City Hall and the Sunset community. 

We respectfully urge your administration to take these priorities into account in your appointment process. CADC stands ready to work with your office and the new Supervisor to build a safer, stronger, and more inclusive San Francisco.
